What cause a pump to get jam but it can still dump?

The pump and gears spinning is separate from the dump valve opening (dumping). Fluid is pumped to the cylinders to bring the car up and the dump valve opens to allow gravity to bring the car back down.

I think the first thing we need to know is what do you mean by "jamed" or jammed. What's it doing or not doing that makes you feel it's locked, seized or frozen?

The pump gears could be seized or frozen. To verify the pump head is seized, you could remove the motor casing and spin the armature by hand. Try in both directions.
