check your slow down valve....

Yes, there can be internal leaks, in the block, and from any valves.

also,

eletrical and mechanical problems.

if the car goes up to slow, INCREASE VOLTAGE..

If this is already done,
you have a bent or binding cylinder or as previously stated, other components failing or not working efficiently..

The pump head could be worn out.

The output on the pumphead to block seal could be shot.
